About the Author
Serhiy Holovaty is a member of the parliament of Ukraine and president of the Association of Ukrainian Lawyers. He assisted in the drafting of the Declaration of State Sovereignty of Ukraine in July 1990 and the Act of Independence in August 1991, and is currently a member of the constitutional commission of the parliament. His essay is based on remarks he presented at the Fourth World Conference of the National Endowment for Democracy in Washington, D.C., on 27 April 1993. An earlier version of portions of this essay appeared in an Aspen Institute publication entitled Russia, Ukraine, and the U.S. Response.
