About the Author
Eduardo Ferrero Costa is director of the Centro Peruano de Estudios Internacionales (CEPEI), an independent policy research organization based in Lima. He has written extensively on international relations, international law, and Peruvian foreign policy. He is also senior professor at the Catholic University of Peru and a member of the United Nations Committee Against Racial Discrimination.
