About the Author
Bilahari Kausikan is Singapore’s permanent representative to the United Nations in New York. He was formerly ambassador to the Russian Federation and to Finland, and has served as both director for Southeast Asia and director for East Asia and the Pacific at Singapore’s Ministry of Foreign Affairs.
