Larry Diamond’s “liberation technology”—the internet and social media—has not freed closed regimes: Autocrats own the off switch and weaponize it. The real liberation technology is the democratization of finance. Unlike social media, digital payments are incentive-compatible: They enlarge the economy autocrats live off, so rulers promote them even while blocking the internet. Yet they erode authoritarian rents and create a new digital bourgeoisie whose demand for the rule of law—when it is a challenger, not an incumbent—drives political change. Grounded in evidence from Findex, mobile money, and tax revolts, the argument reframes how outsiders can support democratic evolution.

About the Author

Rabah Arezki is director of research at the French National Center for Scientific Research (CNRS) and a faculty affiliate at Harvard University’s John F. Kennedy School of Government. He previously served as vice-president and chief economist at the African Development Bank and as chief economist for the World Bank’s Middle East and North Africa region, where he led the Bank’s initiative on digital-payment connectivity across the Middle East and Africa.
