About the Author

Robert A. Pastor,¬†professor of political science at Emory University, founded and (until 1998) directed the Latin American and Caribbean Program and the Democracy Program at the Carter Center in Atlanta, Georgia. At the request of the Latin American and Caribbean Program’s current director, Jennifer McCoy, he organized the Center’s mission to monitor the Mexican elections.
